Think you will find it is due to the different audio formats used in the actual program being watched amd the those in the ads.eg You might be watching a program with multi channel sound and the ads are broadcast in 2 chan stereo. It's a much complained about problem in many Digital TV forums....

I got my new HD TV in early december and while I have definitely noticed a change in volume between shows and ads - I am also finding a massive volume change when flicking between ch 9 and 10. 10 is deafening!

PS Shandy - I checked all my various menu's and mine doesnt appear to have a smart volume. Mine is a panasonic.

Actually on the HD tv you have a "smart volume" just go to "set up" and click on that button, it suppose to keep the volume at the same level at all times.

We have a standard TV and find that we need to turn down when the adds are on. But if you ask the channel they will tell you that the adds are not played louder then the rest of the program.

Is it me, or are others suffering too?
I'm fortunate(?) enough to have access to HD TV but am very frustrated by the volume control of each channel - with each advert break I must turn down the VERY loud volume, then raise it again when the 'show' restarts.
SD channels are bad enough but the HD mob outdo the stupidity with low sound levels during programmes requiring the volume control set at more than double the SD channels.
